Who I am

About

Frank Dessalli

I work as an independent engineer, on two kinds of engagement. The first is integration: I am brought into programmes where systems have to exchange data across boundaries nobody designed for. A policy platform and a payment provider, an EMR and a laboratory, a municipal portal and a federal registry. The second is product delivery: a company needs a working application in production and has no team to build it, so I take the whole chain. Data model, API, front end, pipeline, deployment.

The track record behind that: FHIR interoperability across EMR, lab and radiology for a healthcare vendor; municipal-service and cross-border trade portals in Germany; logistics, ticketing and mobile-money payment platforms in Cameroon; and Guidewire PolicyCenter integration flows at a P&C insurer, where I hold three certifications. Alongside client work I ship my own SaaS products solo, payments, CI/CD and production operations included. That is where a good part of the product-delivery practice comes from.

Full-Stack Developer, Guidewire Integration Specialist

GFT Technologies · Canada

PolicyCenter transformation programme at a P&C insurer, second phase.

  • Designed and maintained REST and SOAP connectors via Integration Gateway to external systems (payment platforms, CRM, document management), using JMS, Gosu and App Events capture (issuance, endorsement, cancellation) with bidirectional data mapping, across the motor policy lifecycle.
  • Configured PolicyCenter activity patterns (XML) to automatically create follow-up tasks on functional integration errors.
  • Provided technical support to business analysts: integration flow modelling, App Events identification, downstream impact analysis and clarification of Guidewire platform constraints.
  • Supported the QA team: test dataset preparation, Camel route scenario walkthroughs, incident debugging and Integration Gateway log analysis.
  • Authored integration unit tests and conducted code reviews (PRs) to reduce regressions, working with functional and DevOps teams in Agile ceremonies.

Full-Stack Java Engineer (Consultant)

  • Healthcare interoperability: designed a FHIR-based architecture enabling secure data exchange between open-source applications (OpenMRS, OpenELIS, Kapsiki platform) across EMR, lab and radiology workflows.
  • Municipal services and cross-border exchange: contributed to the Evia Burger Portal (German citizens' access to municipal services) and the Evia Supplier Declaration Portal (standardised formats for exchanging goods-origin information).
  • Built secure REST and SOAP APIs with Keycloak authentication; SOAP endpoints for client-adapter integrations.
  • Designed a notification system and a legally compliant electronic document-signing feature.
  • Conducted code reviews, took part in Agile ceremonies and delivered every feature with TDD (JUnit 5, Mockito).

Jun 2021 – Oct 2023

Full-Stack Developer, then Tech Lead

Skysoft Technology · Cameroon

  • Technical lead on three platforms (freight, SMS gateway and school management): designed the data models and integration layers, ran the architecture reviews and took the team from design through to production rollout.
  • Designed and maintained web and mobile applications in hexagonal architecture (Spring Boot, Angular): the SKYTICKET ticketing system (Bluetooth printing, periodic reports) and the Joe-Cargo air/sea freight platform.
  • Established a DevOps architecture with Docker (Compose, Swarm, Portainer, Nginx reverse proxy) and Jenkins pipelines automating build, test and deployment.
  • Secured the back end with JWT authentication and request interceptors; built secure payment modules for ticket and reservation purchases.
  • Integrated SMS and email APIs for customer notifications and documented all APIs with Swagger.
  • Used Spring Batch for batch processing and JasperReports for Excel/PDF reports; released to production with backup and recovery procedures.
